Is time recording an obligation in home office?
Yes. The employee has to maintain the working hours according to his/her work contract in home office, too, and this should be registered according to the existing governing rules. Of course, in such cases, signed time sheets cannot be kept, but if there isn’t a central time-recording system in place, some time-recording should still be provided for the employee to keep track of the hours worked (an excel sheet, for example). The time-recording obligation is that of the employer, meaning that the proper system, interfaces, templates will have to be created and made available to all employees by the employer.
