Interior spaces of restaurants and outdoor events in Budapest to reopen from Friday
From Friday, the interior spaces of restaurants in Budapest will reopen to customers, hotels in the capital will be allowed to receive guests, sports events can be held and the outdoor facilities of national parks will also reopen to visitors, a staff member of the duty centre of the Operational Group responsible for the containment of the coronavirus epidemic said at an online press conference held on Thursday.
Lt. Colonel Róbert Kiss said the government decree providing for the next phase of protective measures in the capital has been released in Magyar Közlöny [Hungarian Gazette]. Pursuant to this, customers may be present on the interior premises of catering establishments for the consumption of the food they order; however, workers will be required to wear face masks on premises attended by customers, and a safe distance will have to be maintained. Additionally, hotels in Budapest will also be allowed to receive guests, and outdoor playgrounds, too, may reopen.
Another government decree allows the holding of outdoor events, including sports events, cultural events, theatrical performances, exhibitions and circus shows.
He said events where – with regard to the weather – organisers build tents as well as events held in facilities which are bordered by walls but are partially or fully uncovered should also be regarded as outdoor events. He mentioned stadiums, swimming pools, outdoor stages and cinemas as examples of the latter.
According to the government decree, the outdoor facilities of national parks may also reopen to visitors; however, everyone is required to maintain a safe distance.
At the same time, the attendance of musical and dance events held in non-indoor places remains prohibited, the Lt. Colonel underlined.
The detailed protective regulations relating to cultural and sports events are laid down in the government decree.
He said the number of persons who have agreed to the electronic monitoring by the police of compliance with the rules of compulsory home quarantine has risen to 1,653. The application that can be downloaded onto mobile phones currently has 953 active users. On Wednesday, 573 compulsory home quarantine orders were issued, resulting in 11,525 such restrictive orders in effect in total at present, he added.
The number of crimes committed in connection with the epidemic has risen to 402, including 107 due to scaremongering, 29 due to the threat of public endangerment, 128 due to fraud and 21 due to the violation of disease control regulations. So far 80 persons have been questioned as suspects.
Regarding border traffic, he said in cargo traffic on the entry side there is a three-hour delay at Tompa, a four-hour delay at Röszke, two-hour delays at Csengersima, Rajka and Csanádpalota and a one-hour delay at Ártánd. On the exit side, there is a two-hour wait at Csanádpalota and a one-hour wait at Röszke.
In passenger traffic on the entry side there are two-hour delays at Nagylak and Csengersima, while on the exit side there is a one-hour delay at Nagylak.
In answer to the question as to whether in the case of outdoor theatres, cinemas and stadiums organisers will be required to monitor spectators for possible signs of infection, he said organisers do not have such an obligation; however, creating the conditions for the protective measures in place and enforcing compliance with the relevant regulations will be their responsibility. If a person violates the rules, they can be removed from the event, he added. The Lt. Colonel asked prospective visitors of such outdoor events to only attend if they are healthy.
