What is the procedure for adult education issues arising during the state of emergency?
Adult education programs and complex professional exams should follow the same principles as those for vocational training entities.

1. Complex professional exams
Exams which require personal attendance should not be organized. If the exam can be executed using digital tools (i.e., closed circuit systems, Skype, Microsoft O365, etc.), with participants sitting remotely and the process can be appropriately documented, it legally qualifies as a regular exam and a course (OKJ ) certificate may be issued. If the exam cannot be organized and conducted as described above, it shall be postponed.
There is currently no legal prohibition for organizing exams, so if exams are organized, they shall be conducted in small groups, ensuring minimum 1,5 meters distance between individuals and the strictest compliance with all pandemic-related regulations. If a student is unwilling to participate, his absence shall be considered as justified with good reason and he may not suffer any disadvantages because of it.

Market-based, non-publicly funded adult education: as long as it is not expressly prohibited by any of the Government measures, it is theoretically up to the concerned parties whether they continue the program (prohibition of personal contact education is planned, however; all trainings can be continued in the form of remote digital education).
Publicly funded education: it is advisable for the sponsors to modify regulations such that remote education forms are acceptable for receiving sponsorship, even if the original grant agreement prescribes personal contact hours. If that is not achievable, the performance deadline shall automatically be extended (e.g., initially by 3 months).
